Independent Safety & Risk Facilitation

The use of an experienced independent facilitator will provide value to the project by focusing on critical HS&E areas within the design that could impact your project. TCL can guide your project team through the safety and risk issues of the design in accordance with current standards. This will give you a balanced and impartial critique of critical areas that could impact your project. TCL can assist you in preparing and chairing the following workshops:

 

Hazard Identification (HAZID) / Hazard & Operability (HAZOP) Workshops

The identification of hazards enables organisations to assess their systems and develop strategies to manage risks safely. The identification process involves a comprehensive review of all potential failures that could arise within a system. The workshop considers accident states that may occur during normal operation and also during operational modes including installation, testing, commissioning, maintenance, decommissioning, disposal and degraded operation.

TCL uses a variety of proven proprietary tools ranging from HAZID and HAZOP checklist through to propriety software tools to assist your organisation. These tools support the requirements of EN 50126, EN 50128 and EN 50129 standards by streamlining the technical requirements into a bite sized process that can be managed effectively. The tools are also scalable to allow you to extend their scope as required.

 

Reliability, Availability and Maintainability (RAM) Studies

Reliability, Availability and Maintainability (RAM) Studies on systems' uses complex tools to consider the failure modes of components and systems configurations. These studies are generally prepared in response to formal reliability and availability contractual requirements and to demonstrate that the system design and implementation will fulfill the reliability and maintainability requirements.

These studies are best used as a design aid to support the reliability and safety of Trainborne systems. The results provide a useful insight into design limitations to drive the systems’ performance. The findings are used to support any formal claim an organisation wants to make regarding the reliability and safety of their products. The documentation also supports specific reliability and safety requirements under the Railway (Safety Case) Regulations.

TCL offers an in-depth analytical approach to address planned and unplanned maintenance actions with the primary goal of enhancing the reliability of systems and equipment.

TCL supports clients to identify any gaps with targets and proposes practical solutions to improve the Availability, Reliability and Maintainability aspects associated with Rail systems. TCL will develop technical RAM documentation to support the organisation’s RAM plans and processes. The documentation is used to develop active preventative and corrective maintenance programs for equipment and system failures.

 

Technical Safety Analyses and Reviews

TCL conduct a variety of technical safety analyses and review which can be tailored to your organisational project structure and requirements to adhere to the company’s management system. TCL uses a variety of known methods and techniques to identify and rank Rail system hazards. These range from applying a seven-staged process to the use of specific tools, such as checklists, and standard calculation templates for FMEA/FMECA and Task Analysis.

TCL uses a variety of proven proprietary Safety & Risk Engineering tools ranging from calculation tools and excel spreadsheets for Safety Integrity Level (SIL) and Failure Modes and Effects Analysis (FMEA) to Logan Software for Fault Tree Analysis (FTA) and Event Tree Analysis (ETA) Tools to assist your organisation. These tools support the requirements of EN 50126, EN 50128 and EN 50129 standards by streamlining the technical requirements into a bite sized process that can be managed effectively. The tools are also scalable to allow you to extend their scope as required.

Review meetings form an integral part of the organisations hazard identification and risk management strategy. These technical reviews can be programmed into the project design process to ensure a safety presence is included within the project design reviews. Reviews are action led to ensure appropriate recommendations for improvement are captures and directed to improve the design.

 

Technical Safety & Hazard Management

A key element of the risk management strategy when directed to Rolling Stock design is the management and maintenance of Safety Hazards throughout the project lifecycle.

The management of hazards is critical to the safety management process for your organisation and system. A comprehensive approach must be applied to ensure that all possible hazards related to the system activities and responsibilities have been undertaken. A comprehensive hazard log forms a central document in achieving this strategy.

TCL uses a variety of methods and tools to manage rail system hazards in accordance with the system lifecycle approach of EN50126.

TCL can also assist with the preparation and maintenance of Hazard Logs and Safety management systems to ensure that safety relevant information about hazards and controls are registered, managed and controlled throughout the product lifecycle.
